Attorney Norman joined BoltNagi’s Real Estate and Financial Services, Corporate Tax & Estate Planning and Government Relations Practice Groups in 2022 where her areas of practice concentration are general transactional matters including, commercial and consumer real estate purchases and sales, real property development and finance, commercial lending, and estate planning.

Prior to joining BoltNagi, Vonetta worked at the Virgin Islands Department of Planning and Natural Resources serving as General Counsel to the Division of Coastal Zone Management.  While at DPNR, she was charged with providing legal advice and direction to the Department and the Coastal Zone Committees.  Before working at DPNR, Vonetta gained experience working the private sector in both transactional and litigation practice areas.  As a result, she became well rounded by gaining experience in, real estate development and finance, estate planning,  general contract law, creditors rights and insurance defense matters.

In addition to being a member of the American Bar Association and its Environment, Energy and Resources Section and Real Property Trust & Estate Law Section, Vonetta is a member of the Virgin Islands Bar Association and serves on its Probate Law Committee and is appointed by the Virgin Islands Supreme Court to the Interest on Lawyer Trust Accounts Committee of the Court.  She is admitted to the District Court of the Virgin Islands.

Her experience includes:

Completed real estate and financial transactions including purchases and sales, mortgages, and refinances for residential and commercial properties.

  • Represented clients before the Virgin Islands Economic Development Commission regarding application for EDC tax status.
  • Administered domiciliary and ancillary decedents estates (both testate and intestate)
  • Reviewed projects submitted to the Division of Coastal Zone Management for legal sufficiency, managed the submerged land properties at DPNR, drafted and reviewed contracts and legal documents, and aided in revising Division policy, various sections of the Virgin Islands Code and Virgin Islands Rules and Regulations.
  • Developed strategy, arguments, and testimony in preparation of appearances for clients before the Legislature of the U.S. Virgin Islands and its Committees.

Representative Matters:

  • Serves as counsel to territorial and national financial institutions, as well as governmental lenders, which require drafting of complex loan and related security instruments; closing of multifaceted loans for construction, development, acquisition and refinancing of commercial and residential properties, as well as various tax credit housing projects.
  • Expertise in navigating the procedure for obtaining, maintaining, and transferring permits issued by the Division of Coastal Zone Management for Tier I projects.
  • Drafts all necessary documents (wills, trusts, powers of attorney, medical powers of attorney) for estate plans to accommodate the unique needs of each client.
